The Toolkit provides a number of the suggested actions and strategies for Human Resources and Organisation Development practitioners and leadership teams in Australian local council organisations to use in support of their improvement initiatives. Development initiatives are presented in a very broad way, with a set of actions identified as recommendations.
Templates are not used in the Toolkit so that HR/OD practitioners can interpret recommendations in the most appropriate way that is aligned to existing initiatives. You will see that there are many linkages and connections between many of the Key Focus Areas. This is an important factor to encourage an aligned human resources or organisation development strategy to be delivered. The intention of the Toolkit is to enable associated actions to be integrated into existing development initiatives. Toolkit elements are not prescriptive statements.
Key Focus Areas of the Toolkit
Three groups of Key Focus Areas, each narrowing in focus, support the application of the Mature Age Workforce Resource for a council organisation. These form the basis of the Toolkit’s content and are identified as follows:
Using the Toolkit
In working through the Toolkit components there are a variety of strategies, depending on the need, priority and starting point of each council organisation. However, once the Focus Area has been decided, the following approach may help identify a workflow to help HR/OD and leadership teams make good use of the recommended actions and initiatives in the Toolkit.
Council organisations operate in a changing environment and must constantly adapt and re-focus their knowledge needs, based on the understanding that knowledge and its merit, is dynamic and will reflect the strategic needs of council organisations at any point in time.
The Resource Support provides a set of templates for use by Human Resources and Organisation Development practitioners in building structures that can enhance the capacity of the organisation to best provide for its mature age workers and present itself as an employer of choice to current and potential employees.
